Theory:
In traditional astrology, there is a phenomenon known as the Void of Course Moon.  The Moon changes zodiac sign approximately every two and a half days. When it has made its last major aspect* to a planet or the Sun before changing signs it is known as Void of Course (VOC).  A VOC period can last from several minutes to several hours.
What it Means:
Traditionally, it is said that if you start something new during a Void of Course Moon nothing will come of it, or it will not turn out as expected and may need to be started over again some other time. Many astrologers recommend that you avoid things like important meetings, starting new projects, going on important dates, attending job interviews, making loan applications or anything else that needs to see a positive result during a Void of Course Moon. Instead, rest, review, renew and prepare.
When the Void of Course Moon is Useful:
Sometimes it is a good idea to plan something when the Moon in Void of Course, for example, if there's a meeting you don't really want to go to, or a friend you don't really want to see or a conversation you don't really want to have, arrange it during a VOC moon period and it may not happen or if it does happen, it won't go anywhere, or at the least won’t be as bad as you expected.
*The major aspects in traditional astrology are the Conjunction, Sextile, Square, Trine and Opposition.
